Paypal Fee's

I am a bit confused with Paypal, did they suddenly change their rules on transferring money from one Paypal account to another? I have 2 Paypal accounts; normally I would transfer money from one to another. I never had any deductions before until recently. See?

Around 6% was deducted as transaction fee. But why? I read the fee's and such and it says that when sending/receiving money between Paypal accounts it would FREE.

Anyone who has an idea why there's a deduction? Was it because when transferring I used the purchase tab instead of the personal tab? I used to use the purchase tab without problems. I would love to be enlightened.
